Obituary:
Sir Charles Francis Waterfall, C.S.I., C.I.E., Chief Commissioner of the Andaman and Nicobar Islands from 1938 to 1942, died on Saturday at his home at Colyton, Devon. He was 66.
The son of Mr Charles Waterfall he was born at Bridgnorth, Shropshire on February 24 1888, and was educated at Manchester Grammer School and Queen's College, Cambridge. In 1910 he entered the Indian Civil Service and went out to India in the follwing year. There he served in the Central Provinces and Berar, rising from assistant commissioner to be financial secretary, chief secretary, and in 1935, commissioner for the Chattisgarh division. He was a member of the Central Provinces Legislative Council in 1928 and again in 1930-33.
In 1938 he went to Port Blair in the Andamans as chief commssioner for those islands and the Nicobar group. When it became clear in 1942 that the islands could not be defended against the Japanese, he was charged with the responsibility of evacuating the inhabitants but it was too late to arrange for a complete evacuation. Waterfall managed to send a number of officers and members of technical departments to safety in India, together with a small number of convicts and the families of the non-indigenous population, but at the last stayed at his post, with a few of his officers, to face internment by the Japanese. He was held in captivity until 1945, and in 1946 he was knighted for his services. Two years later he retired.
He married in 1915 Ada, daughter of L. R. Duckworth, of Bury, Lancashire. There were a son and four daugters of the marriage.

Mr William Duncan Waterfall, C.B.E, who was the Director of Savings at the General Post Office from 1944 to 1951, died yesterday at the age of 80.
Waterfall succeeded Sir Leon Simon in 1944 at a time when there was a great increase in savings. High war-time earnings, the national savings campaign, a restrictions on spending persuaded people to save their surplus small change. At the peak in 1946, Waterfall and his department were responsible for £1.982 million of deposits and interest.
Waterfall was educated at Manchester Grammer School and Oxford. He entered the civil service through the higher division examination in 1913, and joined what was then the secretary's office of thePost Office, where he served until 1936. After working on the schemes for introducing regionalization, he became deputy regional director of London telecommunications region, and in 1939 went to Manchester to be first deputy director and then directr of the north-west region.

Ada Mary LAURITSEN Mary was born April 18, 1917 in Raipur, C.P., India, the eldest daughter of the late Sir Francis and Lady Waterfall, Exeter, U.K., and died September 17, 2011 in Bellevue, WA. She is survived by sisters Helen Roberts and Ruth Howard; brother Charles Waterfall and numerous nieces and nephews in the U.K. She was preceded in death by her sister Jean Bovett, husband Reginald C. Franklin and husband John K. Lauritsen. Mary was educated in Exeter, England and worked as a secretary at St. Thomas Hospital, London from 1938-39. She served as a Section Officer in the Women's Auxiliary Air Force Balloon Command from 1941 to 1946. Mary immigrated to Seattle in 1949 with her husband Reginald C. Franklin and became a U.S. citizen in 1965. In Seattle, she worked as a secretary for various Seattle businesses including a mechanical and engineering company, Siemens Corporation and Washington Dental Service from which she retired in 1982. Mary and John K. Lauritsen were married at Juneau, Alaska in 1977 and resided for many years at the Ida Culver House Broadview. At her request, Mary will be cremated and her ashes placed with her parents at Colyton, Devon, U.K. where services will be held.
