Obituary 26 Oct 1954 [5] The Times - Sir Charles Francis Waterfall, C.S.I., C.I.E., Chief Commissioner of the Andaman and Nicobar Islands from 1938 to 1942, died on Saturday at his home at Colyton, Devon. He was 66.
The son of Mr Charles Waterfall he was born at Bridgnorth, Shropshire on February 24 1888, and was educated at Manchester Grammer School and Queen's College, Cambridge. In 1910 he entered the Indian Civil Service and went out to India in the follwing year. There he served in the Central Provinces and Berar, rising from assistant commissioner to be financial secretary, chief secretary, and in 1935, commissioner for the Chattisgarh division. He was a member of the Central Provinces Legislative Council in 1928 and again in 1930-33.
In 1938 he went to Port Blair in the Andamans as chief commssioner for those islands and the Nicobar group. When it became clear in 1942 that the islands could not be defended against the Japanese, he was charged with the responsibility of evacuating the inhabitants but it was too late to arrange for a complete evacuation. Waterfall managed to send a number of officers and members of technical departments to safety in India, together with a small number of convicts and the families of the non-indigenous population, but at the last stayed at his post, with a few of his officers, to face internment by the Japanese. He was held in captivity until 1945, and in 1946 he was knighted for his services. Two years later he retired.
He married in 1915 Ada, daughter of L. R. Duckworth, of Bury, Lancashire. There were a son and four daugters of the marriage.
